being arrested by a local authority for any offence declare himself to be a British Subject, the nearest Consul must be written to ascertain whether the statement be true or the reverse: and on receipt of the Consul's reply if it be plainly proved that the party claiming to be so is a British Subject he must be surrendered at once to the Consul for punishment. If he be a Chinese attempting to pass himself off as a British Subject, he will be punished by the local authority, according to Chinese Law.
3. To prevent the inconvenience arising from different courses of procedure these instructions are to be transmitted to the Governors General, Govieners, and General's of Garrison in the provinces by the Sea side or along the River.
